In my Despatch No 86 of the 4th September, I had the honor to report to Your Lordship the arrangements which I had made by transferring Mr Lena from the Harbour Master's Department to that of the Registrar General; but unfortunately since then that officer's health has gradually declined to such an extent, that I have deemed it only just, supported by the recommendation of the present and late Colonial Surgeons, to grant him, with the advice of the Executive Council, leave of absence.
